Maj. Gen. James Simmons, the base’s deputy commanding general, has been meeting in recent weeks with Coryell County landowners about a proposed voluntary program to protect rural land from intensive development. The Army would essentially pay rural landowners not to develop major subdivisions or commercial developments...."
